Evaluation of the "Promoting Local Economic Development in Jordan Programmer" (PLEDJ)

An evaluation was carried out on the European Union (EU) funded 5 million Euro programme: Promoting Local Economic Development in Jordan (PLEDJ). This evaluation covered the whole period of PLEDJ's implementation (2011-2017) and relied on the five standard DAC evaluation criteria: relevance, efficiency, effectiveness, impact, and sustainability, in addition to EU specific evaluation criteria: coherence and EU added value. The evaluation also placed emphasis on whether the programme considered human rights principles and gender equality during implementation, as well as other issues related to local governance. The evaluation process was split into three main phases: a preparation phase, field phase, and synthesis phase.
